Regarding restrictions on the validity of foreign driving licenses

A bill on changing the procedure for recognizing foreign driver's licenses upon the receipt of a residence permit or citizenship by the owner has been submitted to the State Duma of the Russian Federation.
Thus, foreign drivers will require obtaining a driver's license of Russian sample after a certain period of stay on the territory of Russia following the results of skill and medical examination.
At the same time, it will be prohibited to re-obtain a driver's license for foreign citizens who:
• were brought in administrative punishment for drunk driving;
• were brought to criminal punishment in the form of deprivation of the right to engage in driving activities; if they don’t have license or have been deprived of it;
• refused medical examination.
The purpose of this bill is to reduce the number of accidents involving foreign drivers who have not passed the examination tests and medical examination established by the legislation of the Russian Federation on the territory of Russia.
